Can I get a low interest loan on a used car?

I realize that the used car loan rate interest is generally higher than in another. If you get a low mileage car (or one less than two years and less than 20,000 miles), you may find financing that is competitive with new car financing (which may be 1-4%)? If so, where can I find hope – the distributor or the factory for the retail inventory of used cars, credit union or what? Or should I expect to pay 6.8% (or more)? I also have excellent credit and stable employment, I know that is taken into account, among other things.
