Can never reach the low to 12 "long?

Please read this explanation: There is an artificial pond that was once a nice little fishing spot for bass and catfish baby. Now many people have seen us fish, and has become very crowded with people who do not respect the catch and release. The fish pond has been held for about two or three years now and the bass have not grown a bit. All of them are small enough to grab a hand full the entire width of them. What factors do you think are doing these serious not grow at all? Do you think that there are still a few big there? If so, how do I locate those since they must be scared. The place is too small for a big boat, but really paddle boats can fit comfortably seekers what depth is out of the picture. I do not think there's really a lot of structure and cover in the pond either. If there is any size where the good were to be held in a place like this. And if there isn't any, then why? Is there a way to change this?
