How do you make a semi-automatic rifle like a civilian AR-15 into a fully automatic rifle?

I was wondering what specific mechanism makes the difference between a fully automatic M16a1 and an civilian AR-15? I know this it is now illegal for civilians to own fully auto weapons, but its curious how the military opted for semi or 3-round burst weapons instead of fully auto weapons like the M16a1 which is very useful when a soldier is outnumbered by the enemy.

It requires an auto-sear.
The reason they went to 3-round burst was to conserve ammo. Really, proper training would fix that problem. Most soldiers simply stick to semi-auto for more accurate shots.

If a soldier is getting over-run, switching to ‘rock and roll’ and spraying wildly isn’t going to help him it’s just going to burn through ammo.

And it’s only illegal depending on the state you live in. Some states simply require a background check and a $200 tax stamp for each fully automatic weapon.
